idrac7 failed to update firmware, console access doesn't work

After updating to the latest firmware the idrac7 fails to initialize. Our server can still boot into the OS but the idrac is unresponsive.

The error during the setup (pressing <F2> to enter setup) is this:

SWC0700: iDRAC is not ready. the configuration values cannot be accessed. 1.30.30.27

Following Dell's support document did not help (it just suggests letting the aux power drain)

Some have gotten console access and have the idrac tftp a firmware update from a local server but I am unable to get console access at all.
