Dell PowerEdge 2950 won't boot or accept OS download

I bought a used Dell PowerEdge 2950 T1910 Intrusion. I did not realize that it did not come with an OS. Normally it appears that Dell sells them with a OS windows 2003 or 2008 but I guess the

last owner removed it for some reason as I am unable to get the computer to reboot. Following is the information I get on the screen fron startup to boot up. Any assistance in tracking down the

problem and remedy would be much appreciated. Sorry that I'm new to most of this stuff so hope my question doesn't come accrosss as too stupid. Thanks in advance!

(I have attempted to install windows 2008 R2 onto the Poweredge 2950 however my attempts to use either the USB or the DVD drive to download the OS has been very unsuccessful. I have setup my

boot setting as follows)

(Using USB Port)
Bood Sequence:
  1.Front USB: Cruzer
  2.IDE CD-Rom device
  3.Hard drive C:
  4 Embeded NIC 1 MBA v4.4.4 Slot 0300

Boot Device Menu:
  * Normal
  * Front USB: Cruzer
  * IDE CD-Rom device
  * Hard drive C:
  * Embedded NIC 1 MBA v4.4.4 Slot 0300

  * System Setup
  * Boot to Utility partition

(I click on "Front USB: Cruzer" and I the curser starts blinking at the bottom of the screen... Nothing else happens... no attempt is made to run the Rufus 1.4.4 usb drive key I have put there along with the OS)

(I click on "IDE CD-Rom device) I get the same error as if I would try to get "PXE - E53: No boot fielname ceceived". The server does not even attempt to read the DVD. Any thoughts about the best approach to resolve this issue? Thanks again inadvance!)
